mtuc is incorporated organisation, it has it own charter, rules of incorporation and own by law, own board etc. ish independent. they only need to be responsible to their board of directors.

it is just like a club, can say turf club. traning horse.. ntuc is the club for workers or the football club at shoppign center rast taim.
