It's gonna be interesting.  Cos apparently DS brought out the ministerial code of conduct to show nothing is wrong.

Some will say law supercedes code of conduct but I disagree. If the code of conduct leads you to do an illegal thing, then it opens another can of worms cos this the ministerial code of conduct as opposed to school rules.

A code of conduct should be in line with the law.  It might give more details or such but it shouldn't be illegal.

Like the law says cannot buy beer after 10 pm.  The bylaw of this shop can be no selling of beer after 9 pm and it's fine but it cannot be no selling of beer after 10:01 pm
