1) blame our culture for always having the potential to use dustbins as bomb containers.

2) carry rubbish around is no problem. Just need to learn the SG logic of dustbin placement just like what I learnt in Tokyo.

3) not everybody is experiencing the inconvenience until your level. A little bit of personal habit adjustment may be needed, and beneficial.
