For overseas payment, Changi Pay allows you to make payment for your purchases using your Liquid account balance at all merchants that accepts Alipay+ as a mode of payment in the following countries:

Yes pretty similar.
Changi Pay can still use for SG-QR, and top up the eWallet using PayNow.
