I think depends on job

If we say we meritocracy it means we give them some additional footing to help them lever up their skills as others in e same capacity job so example I won't mind ex murderer or ex robber be e simlim or challenger shop keeper

Not sure how relevant to all jobs but in nursing, I like to say there are two types of mistakes you can learn from

The one where you can learn from
The one where you cannot learn from

Can learn from - maybe a medication error where family nag at you, you write report etc etc and you learn

Cannot learn from - maybe a medication error where a healthy patient dies.  You lose your job and licence and that's it.  Maybe when jail if it's criminal negligence.  Nothing to learn from.  Career and life gone

Maybe in private sector two kind of mistakes

The one where company loses money - can learn from it

the one where company loses all the money and winds up - that's it

So we can let new hires learn and make mistakes but if the first mistake is fatal, that's it also
