I was at Labrador Park last sat morning. Can smell the oil spill (though not as bad) and can see a few patches of black oil on the sea.

If you want to be fast, you literally need to have people on standby waiting just for this.  Boats at ready and all that.  When this happens, u think sinkies won't be calling them jlb since they cannot be deployed to do anything else while waiting?  Plus you need at least two to five full shifts of people to ensure full immediate response 24/7.

Incident report 30mins activate station.

Harbor master go see reconfirm another 30mins.

activate 1st barge response 60mins min to eta location.

That will be the 1st standby barge with the minimal 2km boom equipment on board.

Then activate more barges with more equipment is the next 12hrs.

12hrs low hide tide end month is 2 to 3m imagine easterly tide with high low tide 16hrs after incident.

Being in the emergency line, I think everyone NOT in the emergency line forget there is such a thing as a response time.  Cos all they do is see drills where response time is taken out of the equation.

In a drill, when someone shout fire fire fire you grab the extinguisher and run to put out fire.  The size of fire is already pre determined.

In real situation, you pang sai half way then you run out with extinguisher then you realise you need two.

I think a lot of people in edmw are just bashing for fun and/or not in management.

Bureaucracy and line of command plays an important role.  Of cos the commander must also be "Zai".

Example
There is an oil leak.  The ones who spotted it rushed out the boats first to try to contain the leak.  Efficient.  Then turn out there is another leak or the source is found.  The captain gets the report and deploys boats 1&2 and then realised they self deployed liao to the leak where it was first spotted.

Then die liao

Those in management position know the importance of knowing where all resources are at any one time so self deployment is a no no but this would also mean inefficiency to a degree.  In private sector sometimes this is seen as good but usually it's only seen as good based on the results. If it made money or prevented losses, it's good.  If it lost money, it's bad.

chiu working as nurse should noe emergency procedure wat..

only 1 person on standby orphic handfone or even radio set ..  if not in orphic then standby need to bring home comms put beside bed when sleeping.

if fone ring then taiji dua tiao liao have to straight away do jod,  go, check and confirm and follow sop.

if taiji big then activate the rest who can be not on call or standby, ideal situation gotch team ish 2 hr response, got other team is next day report to work..

activate the 2 hr response first if still cannot contain then activate 4 hr , 6 hr team or even the whole world if really big taichi
