Indeed there should not be a resale market for public housing. It should go back to HDB, the custodian of people's land. Public housing is not a speculative tool but is for those in need. Using public funds for the public.
 If need to make money, buy Pte property. When private property crash, the risk takers hv to bear it. The landlord takes back from tenant.

That's why pte sector take risk. Not Public sector. It is to be given to the poor contributed by the rich.
