Half agree.  You are correct only if the flat is only to be sold back to hdb.  Once it's allowed to be sold on the open market, actually any price is supposed to be allowed.

Why should a public housing be sold to the market especially it is on a long term 99 yrs rental? It should go back to people's custodian ie HDB.
