Cheapest method to send letter/small packages overseas ?

I wrote to Singpost to ask abt small parcels. This is their reply:

"Please be advised that all domestic packages have a minimum postage fee of $2.

The Standard Regular and Standard Large rates are only for  mail items.

Mail refers to letters, postcards or mail items in card form, printed papers or paper-based items in a paper-based envelope.

Package refers to items containing merchandise, non-paper based content, bulky items etc. E.g: SIM cards, clothes, CD-Rom, phone cases, hair accessories, product samples packed in non-paper cover.

We encourage customers to use our Tracked services to post out their packages such as Tracked Letterbox service, purchasing Prepaid labels or Smartpac envelopes.

Thank you."

@Shiori Just to add - I sent a couple of small parcels after Singpost changed their rates and put $2. Make sure yr parcel dun exceed dimensions 229mm x 324mm x 65mm and less than 2kg

dangerous rah can leesult in underpaying..
wait they ask the reciever to pay the outstanding b4 they can collect
