Need to have tougher punishments for school bullies like expulsions from school before they will learn a lesson.

Thats not the point, the point is a punishment that works, expel them from school only sends them into gangs which makes things worse.

Bullies usually are cowards seeking a sense of superiority. Thus shaming them publicly with things like CWO will work better.
