How come I need to learn how to integrate with foreigners in my own country after serving NS?

Actually I think it depends on how it's done.

Locals need to make the new citizens feel welcome while the new citizens need to be humble and learn from us

It's like joining a new company.  The new recruit needs to learn how to integrate with the company but existing staff should also treat him warmly and not with hostility

The problem with this is that we have been too welcoming. Nowhere else in the world will the citizens suck it up like us with about 40% of the population being foreigners. AND, with the small size of our land space.

At least people in those countries can still protest.

Also, pap seems to like to kowtow to these foreigners, and expect us to do likewise.

I remember that Baey guy asked us to reflect on why foreigners behave like this.

Of course the foreigners will behave like kings when the gov don't even want to put them in their places.
