Depends. If a hot war actually starts, even Trump will have difficulty in taking a different stance.

It's like a CEO handing over to another CEO.  If the outgoing CEO wants to sabotage the incoming CEO by making poor remarks, the incoming CEO can still change things.  But if the outgoing CEO signs unfavourable contracts before he leaves, the incoming CEO is stuck with the unfavourable signed contracts
