Communication with forum users - fail

Hwz should have sent email updates, made announcement notification and implement a dialog box to display the amended user agreement whenever there's any changes to its user agreement/terms of use, no matter how small the change is

For example, Anyone who clicks "I agree" in the new user agreement means the terms are valid, and mods can ban users without any explanation for violating them. If users don't agree, they can't log on until they accept the amended terms of use.

Such a simple feature and yet hwz didn't implement. wasting time and effort to "explain" some more only makes things worse
