Why are they so proud that so many sgreans are eligible for vouchers and community assistance?

Proud for what?

Doesn't it mean the economy is not properly managed and that sgreans cannot survive on their own?

Is like in school you proud that you cannot pass your exams and need teacher to give you extra remedial classes?
