Need to spend the budget else no where else to spend later govt cut budget on that specific department. They rather waste money than cut budget. Repair road can get away with reasons like renew to prevent wear n tear.
Little India road takes forever to repair
they have to project the spending for next yr

Now it took a long time to complete even a simple project. This is the main issue.
