I always have two minds
You want career CS in govt - they know best how to navigate the politics but they might be out of touch with the ground
You want people from private sector in govt - they might trim a lot of waste in CS but the side effect is they might also trim down on welfare payouts and such and focus on profits. After all they are from private sector
You want rank and file people with passion to run the govt cos after all a competent CS will help make sure everything is working - they can easily be makaned either by other world leaders or by the senior CS
Just a dirty way to monopolise all the scholars and high flyers, giving them an easy career path so that they won't think about joining opp.
people in CS who have had a silver spoon feed to them since the start of their career will never understand the common folk. imagine, u start out your career already got a degree sponsored, higher than average salary (4k+/mth), your CEP also higher, promotion every 3-4 years while the common folk with diploma outside working for SME earning 2.5k/mth

Goes the other way also. Someone who works private sector might think money is everything and is more profit driven than someone from CS
CS wastes money
Pte sector squeezes every cent they can get even if it's from rank and file
say no to elites
pap suffering from group think. all just toe the line and nod their heads cos of their good salary and stable job.
no one dares to come up with alternative policies. we have been hentakaki for like two decades.
these CS people won't make any difference to us.

no wonder i saw Raymond Lye's IG totally quiet for two/three months. think he knows that he is no longer contesting. he contested last GE under lanpa bin and was not elected.
very practical one, and not altruistic. once he knows that he is no longer in favour, he stopped doing grassroots stuff.

Both private sector and civil service have blindspots. They are just different
