Think he miscalculated ussr and overestimated his strength after defeating France with blitzkrieg he thought he will achieve swift victory too and after conquering ussr his military strength will increase. He must have thought ussr went through a bit purge so this is an opportunity to war with ussr

Actually atomic bomb blue print was from UK. But UK didn't hv the ability to prototype & test the power. So it was sent to US Nevada test site to make.
