True. Inconsiderate driving but it's not hogging. I would be curious if TP catches someone at speed limit at lane 1 for hogging unless there is emergency vehicle behind
If it's cos it's not overtaking, then yes, but that's not hogging. If there is a vehicle behind, then the TP is saying the car behind is right to speed

by right if speed limit is 90k/m chiu cannot exceed it even if overtaking
so tp will never book car on lane 1 for hogging if it is below 90km/h eg driving at 85km/h.
