I only have taobao and shopee experiences so far.
Shopee.
I am very happy with shopee experiences so far. The refunds policies very pro-customers, that also meant detrimental to sellers.
No missing items from shopee purchases so far.
I understand their items are more expensive. That is the trade-off for a much better shopping experience. Some prices in shopee is not much lesser than brick and mortar shops.
Taobao.
Although items are much cheaper if buy in bulk, but some items are missing. And when I tried to chase them to re-send the lacking items, the re-sent items also missing in other parts of china. I chased them for 2 months for follow up until I gave up. Their standard answer will be, 我们会核实。and after that, no news from them.
Asked for refund. Overall $15 worth of missing items. They only willing to refund $4. The rest of the losses from tax and shipping ($11) I have to absorb.
The taobao site that I purchased from, one moment says can mail to SG. After I bought the items, the shop suddenly placed a label says no shipping to my area (SG). Jin confusing.
So far my conclusion is, shopee is more reliable.
I nv even try taobao before leh.
Lazada last time is got promo on supermarket stuff then i buy. I think more than 1 yr liao
Current fave is lazada. Better deals, vouchers and coins
So far, I've not encountered any problems with Shopee or Taobao..
Bought a lemon Samsung phone from Shopee b4..requested a refund and Shopee handled it without fuss.
As for Taobao, I tend to buy stuff that are under the 249 Yuan free shipping category and also try to patronise business with many reviews.

May I ask if the $249 yuan covers different items from different sellers? Or must accumulate $249 rmb in one shop?

It covers different items from different sellers..
They will all be shipped and consolidated into 1 package at a collection point in China..then from there, the package will be shipped to you via Air or Sea shipping (depending on your delivery selection during checkout).
I usually receive the package in abt a week or so after payment (for Air shipping).
