Depends on that person's intention and how he/she phrase it then
I do know of ppl who become teachers, nurses, scdf, police because they feel that it's purposeful. They are paid well too but that doesn't mean they are in it for the money alone

Just to share. I know of ppl going to 3rd world countries to volunteer for a year, they either quit their job or took sabbatical leave. They are not paid but given living expenses by the charity organisation/ngo. So in the end, they are indirectly paid for their services, ngos have to fork out money one way or another. That's how it is. Volunteer, zero profit or non profit doesn't really mean no money involved
Of cos things can by quite grey, there may be corruption and some staff can be quite haolian

even those distributing food/groceries, after awhile they also sian and dun come anymore
